Johns’ retirement will become effective June 30. Before then, Louisiana Gov. Jeff Landry (R) is expected to name his successor.

Johns was appointed to the top gaming regulatory position in July 2021 by then-Gov. John Bel Edwards (D). Johns said he was not asked to step down by Landry, who assumed the governor’s office in January, but is simply ready to spend more time with his wife Michelle.

I’m about to be 75 years old and Michelle and I have things we want to do,” Johns told USA Today. “This is a full-time job.”

Johns’ political career began in 1978 when he became a member of the Sulphur City Council. He was elected to the Louisiana House of Representatives in 1996 and became a state Senator in 2012. He served in the legislature’s upper chamber until being nominated to the LGCB.

Johns’ tenure in Baton Rouge wasn’t without controversy. The day before Edwards appointed him to the LGCB, Johns missed a vote to override the governor’s veto of a bill that sought to remove a state law that required Louisiana gun owners to undergo training before obtaining a concealed-carry permit.  

Johns said he had a “bum leg” and could not attend the session. The override was three votes shy in the Senate.

Louisiana lawmakers passed a similar permit-less concealed carry bill this year that Landry signed.

First Gaming Expansion in Decades

During his tenure running the agency that governs one of the country’s richest gaming states, Johns oversaw considerable change.

Johns’ LGCB reign included the first major expansion of gaming in Louisiana since the lottery, casino riverboats, and video poker were authorized in the early 1990s. The expansion came by way of the introduction of retail and online sports betting.

Casino sportsbooks began taking bets in October 2021, just months after he was sworn in, and online sports gambling platforms went live the following January.

Johns’ time at the LGCB also included overseeing more than $1 billion in investments in the state’s riverboats, some of which have become land-based properties.

Louisiana lawmakers in 2018 passed legislation allowing riverboats to move inland, so long as the new brick-and-mortar casinos remain within 1,200 feet of their original barges. The law came after several devasting hurricanes destroyed or greatly damaged the floating gaming vessels.

Johns’ LGCB supervised Caesars Entertainment’s more than $200 million investment to overhaul the Isle of Capri Lake Charles riverboat that was damaged by Hurricane Laura into a rebranded brick-and-mortar casino. The all-new Horseshoe Lake Charles Hotel & Casino, a 60,000-square-foot property, opened in late 2022. 

Live! Coming to Bossier City

More recently, Johns helped ensure that the state wouldn’t lose a casino after the future of the shuttered DiamondJacks riverboat was in peril. The Cordish Companies, a Baltimore developer of mixed-use developments and casino resorts, last fall agreed to take on the deteriorating property.

Cordish is investing $270 million to develop Live! Casino & Hotel Louisiana. The integrated resort property will feature a 550-room hotel and a casino floor with over 1,000 slot machines, 40 table games, and a sportsbook.

Johns said during a groundbreaking ceremony in December that the Cordish project ensures that the “Shreveport-Bossier gaming market has a bright future.”

Hopefully, Johns’ future after almost 40 years of elected office and public service is bright, too.

Several major airlines in the United States have filed a lawsuit against the federal government and President Joe Biden’s administration after the Transportation Department altered requirements for how airfare prices are advertised online.

The US Department of Transportation (USDOT) last month issued new pricing requirements for commercial airlines and online ticketing websites. The updated rules require that all costs and possible add-on fees be clearly displayed at the beginning of the consumer’s booking process.

The regulatory overhaul is part of the president’s mission to rid the marketplace of so-called “junk fees” — costs that are tacked on toward the end of the reservation’s completion. Junk fees extend to the US gaming industry, as casino resorts have faced criticism for adding on resort fees and other charges after a customer inputs their credit card or payment information.

A lobbying group representing the airline interests of American, Delta, United, JetBlue, Hawaiian, and Alaska is challenging the newly implemented USDOT rule in a Louisiana federal court.

Lawsuit Claims Government Overreach

The lawsuit brought by Airlines for America against the federal government says the pricing rules are “arbitrary, capricious, an abuse of discretion, and otherwise contrary to law.”

The USDOT now requires that all baggage fees and cancelation and change fees be disclosed up front on the first webpage the consumer lands on with a quoted price. Airlines for America says the rule will confuse consumers and result in fewer sales as displayed prices could be much higher than what the traveler would actually pay if they have status, don’t check a bag, or don’t need to change a reservation.

Airlines go to great lengths to make their customers knowledgeable about these fees,” Airlines for America said. “The ancillary fee rule by the Department of Transportation will greatly confuse consumers who will be inundated with information that will only serve to complicate the buying process.”

The Transportation Department said in a statement it “will vigorously defend” the new rule to protect “people from hidden junk fees.” The federal government believes the refreshed regulation could save consumers over a half-billion dollars annually.

Casino Industry Impact 

Biden has also repeatedly issued his disdain for casino resort fees. On the Las Vegas Strip, nightly resort fees are as high as $50 a night plus tax.

Resort fees cover daily amenities like fitness center access, news services, boarding pass printing, Wi-Fi, and local room calling. Many consumers say there’s little value received and the resort fees are simply a way for casinos to get more for the room while advertising a reduced rate upfront.

MGM Resorts, the largest casino operator on the Strip, has taken a proactive approach in clearly displaying the resort fee at the start of the booking progression.

For a two-night stay this weekend at the Bellagio, the MGM website shows a nightly rate of $599. Just below that rate is the disclosure of a $50 daily resort fee that takes the nightly cost to $649 before taxes.

Caesars Entertainment hasn’t followed suit.

A room at Caesars Palace for the same two nights this weekend is advertised at $699 a night. Though there is an asterisk with fine print reading, “Excludes fees and taxes,” the casino’s nightly $49.95 resort fee isn’t displayed until further clicking through the reservation website.

Fanatics Sportsbook on Tuesday told Casino.org that Justin Thomas, currently No. 31 in the controversial Official World Golf Ranking, has signed on as an “Official Sports Betting Partner.” In the role, JT, as Thomas is affectionately known, will hype product enhancements to the Fanatics Sportsbook, help create social media content, and engage with the Fanatics community.

The announcement comes before the 2024 PGA Championship tees off tomorrow at Valhalla Golf Club in Thomas’ home city of Louisville. The Kentucky native’s two major victories both came at the PGA Championship (2017, 2022).

Thomas is among the frontrunners this week. At +4000, only 10 players have shorter lines.

If JT hoists the Wanamaker Trophy for a third time come Sunday evening, he would join an esteemed list of three-time or more PGA champions that includes five World Golf Hall of Famers — Jack Nicklaus and Walter Hagen at five PGA titles, Tiger Woods with four, and Gene Sarazen and Sam Snead with three.

Can Anyone Beat Scottie?

World No. 1 Scottie Scheffler has unquestionably been the hottest golfer on the planet this year. He’s won four of the 10 events he played, including the Masters in April, and has finished in the top 10 in nine of those tournaments.

However, Scheffler would likely say his biggest prize this year was the recent birth of his first son. Scottie has been away from the game since winning the RBC Heritage at Harbor Town on April 22.

How will being a father impact his performance this week? Bettors aren’t concerned there will be some rust.

Scheffler is dominating the PGA betting action, with BetMGM telling Casino.org that he’s on about 20% of the book’s tickets and responsible for more than a quarter of the overall money on the tournament.

Scheffler is at +450 to win his first PGA, a line that implies a winning chance of over 18%. That’s an exceptionally high implied offering in a competitive major field consisting of 156 golfers.

After Scheffler, last week’s Wells Fargo winner Rory McIlroy has the shortest odds at +750. McIlroy is also fresh off some major family news, though his news surrounds his recent filing for divorce from his wife Erica Stoll.

Brooks Koepka, whose game is seemingly built for majors, is next at +1400 with Xander Schauffele. Jon Rahm and Ludvig Aberg round at the top five at +1800.

LIV, Tour Breakdown

In other golf news this week, talks about a potential merger between the PGA Tour and LIV Golf have seemingly stalled or worse. The revelation came with Jimmy Dunne’s resignation, the architect of the Tour-LIV tentative agreement announced last summer.

Dunne said in his resignation that there’s been “no meaningful progress” towards a financial agreement with Saudi Arabi’s Private Investment Fund (PIF), which is bankrolling LIV.

Dr. Miriam Adelson, the largest individual shareholder of the Las Vegas Sands casino empire she inherited from her late husband, has made her first political donation in nearly two years. But the cash didn’t go directly to Donald Trump, the former president whose 2016 and 2020 White House campaigns she and her husband, Sheldon Adelson, dumped more than $200 million into.

Adelson controls 46% of the Sands organization following her $2 billion stock sell-off last year to acquire a controlling ownership position in the NBA Dallas Mavericks. Adelson, a stalwart Republican and perhaps the strongest pro-Israel voice in the United States, remained politically active in 2022 after the January 2021 death of her husband.

Adelson gave $1 million to Texas Gov. Greg Abbott’s (R) reelection in 2022, a contribution many saw as an effort to win political favor for the state welcoming in commercial casinos. She also gave $20 million to GOP congressional committees that year.

Adelson’s political spending went quiet throughout 2023. But federal campaign finance records show that Adelson, who’s worth more than $30 billion, might be returning to the political arena ahead of the November 2024 presidential election.

PAC Money

Before 2024, Adelson’s last political donation was an $8,100 contribution in November 2022 to a California Republican’s Attorney General campaign. Records from the Federal Election Commission reveal that Adelson reopened her political treasure chest in March with a $5,000 donation to the Las Vegas Sands Political Action Committee (Sands PAC).

The Sands PAC predominantly supports Republican candidates both on the federal and state level. The PAC limits its contributions to a maximum of $5,000 per candidate.

Adelson pitching in $5,000 is rather uneventful, but it could hint that the billionaire is readying to ramp up her political spending. Adelson said during the 2024 GOP primary that she wouldn’t endorse or financially support a candidate in favor of allowing the Republican electorate to decide who should challenge President Joe Biden.

The primary is long over, yet Adelson hasn’t contributed to Trump’s 2024 campaign. He needs cash, as the costly lawsuits against him play out.

Adelson and her husband poured more than $524 million into Republican campaigns and PACs between 2011 and 2022.

Biden Outpacing Trump

According to the FEC, Biden has significantly more cash on hand than Trump. The incumbent has around $130.8 million in funds to spend on his 2024 campaign, while Trump is said to have around $66.7 million.

Adelson, of course, can singlehandedly push Trump above Biden, assuming the Democrats’ largest donors, including George Soros and Michael Bloomberg, don’t do the same with hefty donations to the president.

Trump will be without the support of Americans for Prosperity, the super PAC controlled by the Koch network. The group backed Nikki Haley during the 2024 GOP presidential primary. The Koch network is controlled by Charles Koch, one of the world’s richest individuals who has long been a Republican supporter, but a Trump foe.

The Cherokee Nation in Oklahoma is the odds-on favorite to secure the lone remaining casino license in neighboring Arkansas. Through its commercial unit, Cherokee Nation Businesses (CNB), the tribe is expected to be the only qualified bidder for the gaming concession earmarked for Pope County.

The Arkansas Racing Commission (ARC) is fielding bids for the Pope casino opportunity. Bidding rules require that only applications accompanied by a letter of support from the sitting Pope County judge or current Pope County quorum court qualify.

The Cherokees’ proposal, called Legends Resort & Casino in Russellville, reportedly has the endorsement of both Pope County Judge Ben Cross and the Pope County Quorum Court, meaning all other bids would presumably be dismissed. However, a separate legal effort to repeal the license altogether threatens the Legends development.

To ensure it doesn’t, the Cherokees have initiated a campaign against the ballot referendum effort called “Investing in Arkansas.”

PAC Formed

In March, Arkansas Attorney General Tim Griffin (R) approved ballot language submitted by a group called “Local Voters in Charge.” The campaign seeks to repeal the Pope County casino license that statewide voters authorized through a 2018 ballot referendum.

The 2018 initiative found widespread support among state voters for four commercial casinos, with one each in the counties of Crittenden, Garland, Jefferson, and Pope. But Pope County was one of only 11 counties of the 75 in Arkansas that voted against the casino question.

Local Voters in Charge seeks to call another gaming referendum asking statewide voters to rescind the Pope license.

Investing in Arkansas is spending millions of dollars to convince the public not to sign documents presented by canvassers with Local Voters in Charge. A minimum of 90,704 registered voters must lend their support to the Local Voters in Charge campaign for it to reach the November ballot.

Don’t be fooled. Refuse to sign the casino repeal,” the Investing in Arkansas campaign website reads. “The proposed constitutional amendment would undo the will of the voters and cost the state hundreds of millions of dollars in tax revenue.”

Legends Resort & Casino, a $300 million development, would be expected to create over 1,000 direct permanent jobs and thousands of indirect jobs in the River Valley. The Cherokees believe the destination would generate a 10-year economic impact in excess of $5 billion. 

Local Voters in Charge says Pope residents never wanted the casino in the first place. And following a yearslong legal battle over the license, it’s time to reconsider its merits.

Out-of-State Interests

Local Voters in Charge is being bankrolled by the Choctaw Nation, another Oklahoma-based tribe. The Choctaws are funding the campaign to repeal the Pope casino license because a casino in the county would presumably threaten operations at the tribe’s casino resort in Pocola just across the Arkansas-Oklahoma border.

Choctaw Casino & Resort Pocola features over 100 hotel guestrooms and a casino floor with more than 1,700 slot machines and 15 live dealer table games.

The Arkansas casino license reserved for Jefferson was awarded to the Quapaw Nation, yet another tribe headquartered in Oklahoma. The tribe opened Saracen Casino Resort, a $350 million undertaking, in October 2020.

The two other casinos Arkansans authorized through the 2018 referendum allowed racino racetracks in Crittenden and Garland, respectively Southland and Oaklawn, to become full-scale casinos with slots, live dealer table games, and sports betting.

A cruise line in Australia is facing backlash after a man jumped to his death after racking up thousands of dollars in losses aboard the ship’s casino.

The Daily Mail, a UK-based publication that runs an Australian edition called Daily Mail Australia, broke the news on Monday that 50-year-old Shane Dixon, a father of three, committed suicide by jumping overboard upon return on May 6. Dixon took his life around 4 am local time as the cruise was about 10 nautical miles from the Sydney Harbor.

The incident took place aboard the Pacific Adventure, a cruise ship owned and operated by P&O Australia, a subsidiary of P&O Cruises based in the UK and parent company Carnival Corporation.

According to reports, Dixon went on a three-night excursion with his mother, Sue Dixon, 66, who was treating her son to a holiday after several family tragedies. Shane had recently lost both his father and one of his two brothers, and he and his mom were looking to reset via a cruise.

Casino Debts Pile Up

Once on board, Shane, who his remaining living brother Scott said was also facing financial difficulties after a divorce, ventured to the ship’s casino. He reportedly lost A$5,000 (US$3,345) the first night.   

After his mom offered to cover his gambling debts, Shane went back to the casino to chase his losses. He lost another A$4,000, but this time he didn’t tell mom. Shane instead tragically took his own life as the Pacific Adventure approached land.  

Customers familiar with P&O’s casino operations say some of the blame rests with the cruise line.

Several sources who have gambled on P&O casinos told the Daily Mail that the cruise operator commonly lends players additional money after they lose, offers them complimentary alcohol, and does little to intervene when someone might be gambling more than they can afford. A P&O casino VIP who wished to remain anonymous called the cruise line’s casinos “predatory.”

While Australia’s territories where casinos are permitted have strict regulations governing gaming, that isn’t the case in international waters where safeguards are few.

It’s really concerning that when a ship sails 12 nautical miles off the coast it can allow anything and everything to happen,” Carol Bennett, the CEO of the Alliance for Gambling Reform, told Daily Mail Australia. “You would expect this cruise line would have some kind of duty of care to ensure that people are not plied with inducements, promotions, and advertisements that are pushing them to gamble to extremely harmful levels.”

Scott Dixon said P&O did nothing to prevent his brother’s suicide.

“They use all these incentives to tell people, ‘Come back, come back,’” Scott said. “It is terrible. It is wrong. Local pubs limit patrons, why not casinos?”

P&O Remains Quiet

When pressed for comment on the matter, a P&O spokesperson said it would be “inappropriate” to issue a statement. The company directed the media to its “Responsible Conduct of Gaming Policies” and added that it is “fully cooperating” with the coroner’s investigation.

Australia has long battled one of the world’s most prevalent rates of problem gambling and addiction.

Per the Australian Gambling Research Center, almost three-quarters of Australian adults report gambling at least once a year, and nearly 40% report gambling at least weekly. Among those who gamble, 46% are believed to be at risk for some form of gambling disorder.

The United States Department of the Interior (DOI) has petitioned the Supreme Court to dismiss a lawsuit challenging the Class III gaming compact the Seminole Tribe reached with Florida in 2021.

After being granted additional time to file its brief in the lawsuit West Flagler Associates, Ltd., et al v. Debra Haaland, Secretary of the Interior, et al, attorneys with the federal agency that administers programs related to Native Americans requested that the case be thrown out.

West Flagler and its co-plaintiff, Bonita-Fort Myers Corporation, respectively own and operate Miami’s Magic City Casino and Bonita Springs Poker Room. The plaintiffs allege Florida’s gaming compact with the Seminole Tribe that included online sports betting violated the Indian Gaming Regulatory Act (IGRA), a federal law that allows tribes to operate Class I and II gaming on their native lands and Class III gaming through compacts reached with their host state governments.

DOI Seeks Dismissal

West Flagler and Bonita-Fort Myers allege the 2021 compact violates IGRA because it allows the tribe to conduct gambling operations outside of its sovereign property. Since the tribe’s sportsbook platform takes bets remotely from anyone aged 21 and older physically located inside the Sunshine State, the plaintiffs say the compact runs afoul of IGRA.  

The Seminoles and Florida government, though not party to the case before the Supreme Court, say it doesn’t because the online sportsbook servers remain on Seminole land. DOI attorneys agree.

(The) compact, as relevant here, addresses internet sports betting that the Tribe conducts by accepting wagers placed by patrons in Florida — including on non-Indian lands — and receiving those wagers at the Tribe’s computer servers located on Indian lands,” the DOI response read. “The court of appeals held that, under the Indian Gaming Regulatory Act, the compact, as approved by operation of law under IGRA, authorized only the relevant gaming activities that occur on Indian lands.”

DOI attorneys said Florida lawmakers amended the state’s gaming laws to permit online sports betting facilitated through computer servers located on tribal lands. They also added that federal appeals courts have ruled that IGRA regulates gaming on tribal land but “nowhere else,” meaning Florida has the power to allow people to transmit their sports bets remotely to the Seminole’s sportsbook servers on their tribal land.

“The court of appeals further determined that IGRA does not prohibit a gaming compact, which is, at bottom, an agreement between a tribe and a state, from discussing other topics, including those governing activities ‘outside Indian lands,’” the filing continued.

Critical Decision

The Supreme Court’s decision on the Florida gaming compact will have far-reaching implications, including possibly paving the way for federally recognized tribes to initiate online gaming activities. Interior attorneys, however, say that isn’t necessarily the case, as states would need to pass laws to allow for the remote transmission of gaming as Florida did with online sports wagering.

Let us be clear: an IGRA compact cannot provide independent legal authority for gaming activity that occurs outside of Indian lands, where that activity would otherwise violate state law,” the brief claimed. “States have ‘capacious’ authority to regulate tribal gaming outside Indian territory.”

SCOTUS is expected to decide in the coming months whether it will accept the case. In the meantime, online sports betting in Florida continues through the Hard Rock Bet app and website.

Opponents of casino smoking are trying to force three casino companies to conduct thorough reviews of how extinguishing indoor tobacco smoke on their gaming floors would impact their businesses.

Michigan-based health care system Trinity Health and the Americans Nonsmokers’ Rights Foundation (ANRF) recently submitted shareholder proposals to Caesars Entertainment, Bally’s Corporation, and Boyd Gaming. The submissions request that each company study the financial implications of going smoke-free at all of their casino properties.

The trio of casino companies continue to allow smoking on their gaming floors in states where such laws allow indoor tobacco use. States allowing commercial casino smoking include Indiana, Iowa, Kansas, Louisiana, Maine, Michigan, Mississippi, Missouri, Nevada, New Jersey, Pennsylvania, Rhode Island, Virginia, and West Virginia.

Bally’s runs nine casino smoking properties in seven states. Caesars operates 41 casinos in 12 states that permit indoor smoking, and Boyd has 25 casinos in eight states with smoking. 

Shareholder Proposals

Trinity Health and Americans Nonsmokers’ Rights are asking each company to investigate — and possibly realize — that excluding indoor smoking is actually good for business. The proposal cites independent research, though commissioned by ANRF, that concluded in 2021 that a majority of gamblers prefer smoke-free casinos.

There are potential business risks to allowing indoor smoking in Boyd Gaming properties, from higher employee health insurance premiums (when compared with casinos that don’t permit indoor smoking), greater maintenance costs, and deterring a significant number of potential visitors who won’t visit a casino due exposure to tobacco smoke (87% of the American public does not smoke),” the shareholder proposal submitted to Boyd Gaming read.

“Shareholders have no guidance as to the costs our Company is bearing for continuing to allow indoor smoking, nor has the Company disclosed the social and environmental costs and risks imposed on its stakeholders,” the submission continued. “Shareholders request the Board of Directors commission and disclose a report on the potential cost savings through the adoption of a smoke-free policy for Boyd Gaming properties.”

The boards of the three publicly traded companies have recommended to shareholders that they vote against the submissions to initiate a review of smoking’s effect on business.

Boyd will hold its 2024 annual meeting on May 9. Bally’s will hold its annual meeting on May 16. Caesars has not yet scheduled its annual gathering.

Odds Long

The odds are presumably long that either of the three shareholder submissions will be taken up. Of the 682 shareholder proposals made between January and May 2023 with Russell 3000 companies, just 8% gained majority support and were adopted.

New Jersey Gov. Phil Murphy (D) is supportive of ending casino smoking in Atlantic City. He doubled down on that position this week by saying he’d sign such a bill should one arrive on his desk.

But pressed yesterday on his weekly radio program if he might take a more proactive approach and ask the legislature to get him a smoking ban measure, the governor said it’s a complicated topic.

There are legitimate concerns about the commercial viability of Atlantic City,” Murphy said in favor of allowing state lawmakers to work with the casino industry and smoking opponents to find a resolution.  

United Auto Workers (UAW), which represents table game dealers in Atlantic City, filed a lawsuit against New Jersey last week challenging the state’s 2006 Smoke-Free Air Act that allows casinos to designate 25% of their gaming floor for smoking.

A top executive at JACK Entertainment, the Ohio-based gaming operator that owns two gaming properties in the Cleveland metropolitan area, says online casinos would push brick-and-mortar casinos into bankruptcy not unlike online shopping did with retail malls.

Daniel Reinhard, senior vice president of government affairs for Cleveland-headquartered JACK, testified last week before the Study Commission on the Future of Gaming in Ohio, a legislative committee formed last year. Reinhard said the JACK Cleveland Casino and JACK Thistledown Racino operator strongly opposes efforts to legalize online slot machines and interactive table games in the Buckeye State.

“Just like online retail has decimated local retail, iGaming will do the same under any logical scenario,” Reinhard testified. “iGaming will damage Ohio businesses and cost Ohio jobs leading to diminished capital investment and degradation of Ohio’s existing tax base.”

Ohio’s current commercial gaming industry allows players to gamble on live dealer table games at four land-based casinos in Cincinnati, Cleveland, Columbus, and Toledo. Slot machines are offered at the four casinos and seven racinos, the latter of which cannot facilitate table games.

The 11-person Study Commission is due to make gaming expansion recommendations, if any, to the Ohio Legislature by June 20, 2024.

iGaming Opinions 

Reinhard told the Study Commission that there’s only so many discretionary spending dollars for gambling.

More gambling, paired with the convenience of gambling from home from a smartphone, would put the physical gaming floors at a competitive disadvantage for those dollars. JACK employs 1,400 people, jobs that Reinhard argued would be at risk should iGaming be implemented.

Every market has limits on discretionary dollars. Gaming is no different. No matter what study is presented, online consumption eats away and eventually devours retail business,” the JACK exec added.

Other industry stakeholders in Ohio disagreed. The Study Commission heard from representatives from MGM Resorts and Penn Entertainment who lent their support for iGaming.

MGM runs MGM Northfield Park, a racino. Penn operates two casinos — Hollywood Casino Toledo and Hollywood Casino Columbus — and two racinos — Hollywood Gaming at Dayton Raceway and Hollywood Gaming at Mahoning Valley Race Course.

iGaming supporters have cited recent research suggesting that online casinos complement brick-and-mortar play.

Penn Entertainment supports the legalization of internet gaming as a catalyst for growth,” testified Jeff Morris, Penn’s vice president of public affairs and government relations. “It can be complementary to existing brick-and-mortar businesses and drive gaming and associated tax revenue.”

iGaming vs. Retail

Only five states last year had both commercial brick-and-mortar casinos and online gambling with slots and table games — Delaware, Michigan, New Jersey, Pennsylvania, and West Virginia.

Two of those states, Michigan and West Virginia, saw in-person gross gaming revenue (GGR) decline year-over-year in 2023. iGaming revenue, meanwhile, soared in each state.

In Michigan, commercial retail casino win declined by 3% to $1.23 billion while iGaming win climbed over 18% to $1.9 billion. In the Mountaineer State, the state’s physical casinos saw win decline by about 1% while online revenue soared 20%.  

In the states where brick-and-mortar casinos managed to increase GGR, their gains lagged far behind iGaming’s gains.

In New Jersey, for example, Atlantic City casino revenue last year totaled $2.8 billion, a 2.2% increase from 2022. New Jersey’s online casinos won over $1.66 billion, a nearly 22% rise.

In Pennsylvania, traditional casino gambling generated GGR of approximately $3.43 billion, a 1.6% year-over-year gain. iGaming revenue rose nearly 28% to $1.74 billion.

GeoComply has a near-monopoly on iGaming and online sports betting geolocation services in the highly regulated U.S. gaming industry, but a new collaboration threatens to disrupt that control.

Casino.org in October reported that Radar, a New York-based tech firm that provides retail businesses and restaurants like Dick’s Sporting Goods, Panera, and Dairy Queen with customer location services, was planning an iGaming and online sports gambling entry. That entry officially came today, with Radar announcing a partnership with Integrity Compliance 360 (IC360), which was recently formed through the merging of U.S. Integrity and Odds on Compliance.

Radar reps told Casino.org on Monday that the partnership will result in the rollout of a geolocation product called “Geo360 Powered by Radar.” The business-to-business service will assist online casinos and sportsbooks in pinpointing the precise location of a player’s request to bet via the internet before facilitating the wager.

GeoComply Stronghold

Online gambling expanded rapidly in the U.S. following the Supreme Court’s May 2018 decision that a federal ban that had limited single-game sports betting to Nevada ran afoul of the U.S. Constitution.

While legal online slot machines and table games remain limited to only seven states — Connecticut, Delaware, Michigan, New Jersey, Rhode Island, Pennsylvania, and West Virginia — legal online sports betting is operational in 30 states and Washington, D.C. GeoComply currently handles the bulk of the geolocation detection services on those operators’ behalf.

A key pillar of online gaming regulation is that operators ensure that only people of legal gambling age who are physically located within a state where iGaming and/or online sports wagering is permitted have access to the internet apps and platforms.

GeoComply’s proprietary service PinPoint can reportedly isolate an online gambler’s physical location down to four feet. PinPoint uses Wi-Fi, GPS, and cellphone tower signals to isolate an online user. GeoComply says the data is then run through over 200 checks to ensure that the location information isn’t being spoofed or manipulated to gain unlawful access.

Market Competition

Radar and IC360 believe they have developed similar geofencing capabilities with Geo360 Powered by Radar. The entities think their forthcoming service is supreme to GeoComply because it integrates integrity monitoring services.

The company currently counts the iGaming and sports betting leaders as clients, including DraftKings, FanDuel, and BetMGM. GeoComply says its geolocation technology is installed on more than 400 million devices worldwide and handles over a billion geolocation transactions a month.
